chore(release): 2.1.3

- Bump package, lockfile, iOS DailyNotificationPlugin.podspec, and synced
  version strings (definitions header, FetchWorker mock payload).
- Add CHANGELOG [2.1.3] for Android optional contentFetch fields and README.
