Human creations remain human creations. They carry the limitations, assumptions, interests, errors, and ambitions of the people and communities who build and operate them. An institution can cease serving the purpose for which people joined it. A technical system can alter an activity until the requirements of the system become more important than the reason the activity was undertaken. A method adopted because it was useful can gradually become compulsory because every practical alternative has disappeared or has been eliminated.

Efficiency, even when pursued to a high degree, can be valuable. Waste consumes time, resources, attention, and human effort. The danger appears when efficiency ceases to be one consideration among others and begins determining which ends are considered desirable, which human differences are treated as inconvenient or expendable, which relationships are dismissed as unnecessary, or which forms of coercion are accepted merely because coercion makes an objective easier to achieve. Efficiency can tell us that one means reaches an end faster or with fewer resources than another. Efficiency cannot tell us whether the end is worthy or whether anyone has the right to compel another person toward that end.
