Chore: move function to serverUtil

- capitalizeAndInsertSpacesBeforeCapsWithAPrefix() defined in two places, unified and moved to endorserServer.ts
- Use capitalizeAndInsertSpacesBeforeCaps() that's already defined in endorserServer.ts
