Adds dids_seen.sh script to check DID visibility permissions in endorser.ch system.
Key features:
- JWT creation and signing using ES256K-R
- DID visibility checking via API
- Environment variable and .env file support
- Debug logging with DEBUG=1 flag
- Command line argument parsing for specific DID checks
- Secure key handling with temporary files
- Pretty-printed JSON output

Security:
- Uses secure temporary files with cleanup
- Validates DER signature format
- Handles key material securely
- Supports environment variable configuration
