- Restore runMigrations functionality for database schema migrations

- Split interfaces by domain (claims, common, limits, records, user)
- Update imports in endorserServer.ts to use new interface locations
- Replace 'any' types with 'unknown' for better type safety
- Add proper type imports and exports
