A lieutenant is responsible for the performance planning for their direct reports and reviewing their work (administrative investigations, packages, etc.) to ensure each of their units are operating under their standard operating procedures and complying with Department policy.



::&The problem solving model that we use is S.A.R.A. This is an acronym that stands for Scan, Analyze, Respond, and Access.





In the Scan phase of solving this problem I would first contact the council member and explain that this problem has been given to me to solve and assure them that I would handle it. During this conversation I would ensure that I learned all the information the council member had regarding the problem and names of citizens that I could contact to learn more from those that have been involved in the accidents. I would advise the council member that I would follow up with them regularly to advise them of where we are in the problem solving model.





I would then move into the Analyze phase of the problem solving model. In this phase I would first go to the area and take a look at the traffic patterns, speed limit, traffic congestion at peak times. I would then run a query for the area in question to see what enforcement activity has truly been taken in the area during the last year. I would also run a query and get the accident reports that have occurred during the last year. I would review these reports to see what were the causes of the accidents. I would contact my peers and direct reports (officers working that) beat and get their input on the problem. I would also contact the Traffic Enforcement Sergeant. Since they handle so many crashes maybe his unit was aware of the problem and might be addressing it. I would contact the citizens who complained to the council member to see what their main concerns in the area were. I would recontact the council member and advise them about my findings to this point. I would take all of the info from above and based on the contributing problems I would develop a response plan.





In the Respond phase, I would implement my plan to directly engage the main contributing factors. Such as aggressive traffic law enforcement. If the area needed to have more signage or pattern configuration the necessary Division in the city would be contacted. Again I would report our progress to the council member.





In the last phase of Access, I would look at how we have prevented accidents in the area. Continue those things that were working and discontinue those that were not.


::&A lieutenant represents the department in all media relations as the field commander until they are relieved when appropriate by a higher member of the command staff. They are the medias point of contact and are required to give the public information. One lieutenant in the Department is also delegated by the Chief to be the media relations officer. They are responsible for releasing the Departments public record in all matters.
