&Field Commander - commands and directs tactical situations,Departmental Liaision With the Public and the Media -handles citizens concerns and complaints and provides the public record, Completed Staff Work - prepares reports and documents, Trainer-formally and informally, Supervisor in the absence of a Sergeant - ::&I will utilize the SARA Problem Solving Model. Scanning, Analyze, Response and Assessement. I will scan the problem and analyze statistics on activities by Departmental personnel as far as call for service, accident investigations and enforcement actions at First Street and Liberty Streets as well as in the immediate vicinity to ascertain if there actually is a problem or if the perception is that there is a problem. I will seek input from my Sergeant on stategies to limit the number of accidents at this location. I will meet with the SOD Lieutenant to utilize the Traffic Enforcement Unit at this location for enforcement activites and high visibility activities. I will check with Traffic Engineering about any possible problems at this location. I will prepare a directed response (manpower, dates, times, tactics) to address the problem. At the conclusion of the coordinated effort to resolve the problem I will assess the activities of police personnel to see if enforcement actions were measureably successful. I will keep my chain of command informed of my activites and the activities of involved personnel. I will respond to the inquiry from the council member as to what actions I prepare to take and the results of police actions. ::&The role of the Lieutenant in regard to media relations is to present the public record in an accurate and timely manner without bias or speculation. ::
