The first is the Scanning Phase. In this phase you make sure there is a problem, you identify the problem, and then you determine the consequences for the community as well as the department. In this case, the high visibility of this complaint through the print media and the close proximity to City Hall and the Downtown Middle School. The second phase is the Analysis Phase. In this phase you research the problem and collect data on the problem. In this case, I would direct the Sergeant to contact our Crime Analysis Unit to research the number of accidents and general types of calls occurring in this area. I would also have the Sergeant to request graphs and charts showing these statistics. The third phase is the Response Phase. In this phase, I would have the Sergeant to forcefully attack the problem with all tools and resources at our disposal. In this case, I would suggest using our Traffic Enforcement Unit and all their tools as well as generating a Directive Patrol in the area. By generating the Directive Patrol, all patrol squads would be involved. I would also attend the different Line Ups to notify other units of this situation. The fourth phase is the Assessment Phase. In this phase, I would have the Sergeant to evaluation the situation to determine if we were successful in reducing or eliminating the problem. If we were successful, then I would have him to continue to monitor the situation, but if we were not successful, then we would go back to the "drawing board" and come up with another SARA Model until the situation was resolved. I would then send a City Hall Response back to the Council Member explaining all that we had done or I would meet the Council Member in person to address what we had done. ::&It is the Lieutenants role to be the spokesperson for the department when the Command Staff, the Chief of Police, or the PIO is not available. <BR> <BR>The Lieutenant should be a positive role model for the department by presenting a professional image at all times and always producing <BR>accurate information. <BR> <BR>The Lieutenant should not purposely shy or hide information from the media, but give the media what is appropriate in a timely manner. <BR> <BR>The Lieutenant should always be honest with the media in telling them what can be released and what can not be released. <BR> <BR>By presenting these qualities at all times, this Lieutenant would be respected by the media as well as his/her peers. ::
