&A Lieutenant is to manage the Sergeants under his command. He is to review, correct, and approve Incident and Administrative packages prepared by those Sergeants or others. A Lieutenant is to lead by example. He should be highly visible to all of his reports and his actions should be an example for all. A Lieutenant should conduct training with his reports in pertinent topics and assure that all of his reports have a thorough understnading of his expectations of them. He should motivate those who report to him to always demonstrate strong work ethic and the highest ideals associated with being a public servant. A Lieutenant must promote strong community relationships with the media, community leaders, and the citizens in general. These relationships should be established early and nurtured consistently. If one waits to establish these important relationships until the last minute he will not receive the trust and cooperation essential to the best possible resolutions. A Lieutenant must be able to identify with those with which he works. He should "know" those on who he relies to get the difficult job of policing accomplished. This will promote a more effective and efficient work force that works together to achieve the same goals. ::&I would employ the SARA model to lay out a plan of action, employ that action and then review the outcomes of any strategies employed.

<BR>I would meet in person the council member to get first hand the concerns they have. I would then use police statistics and reports to validate those concerns. I would go to other stake holders in the community who are affected by the perceived problem. This includes members of the school, employees at City Hall, other businesses in the area that may be affected, City streets department and officers that work the area, including Downtown Bike Patrol. If a problem is identified I would suggest input form the streets division as to how we may better use traffic "calming" methods such as striping the street, more effective light change cycles etc... I would put in place a strong enforcement strategy that included conspicuous patrol and after an initial warning period strict enforcement of Chapter 20 violations. I would make sure the media was aware of our sincere concern of the problems identified and our dedication to resolving those problems. I would suggest meeting with the concerned stakeholders in the future to follow up on the effectiveness of any strategies employed and adjust and modify activities as needed. This would be an opportunity to build relationships with those in the community and to show them the level of service the Department can provide and wants to provide.::&As a Lieutenant it is incumbent upon one to be accessible to the media. This is more easily accomplished by building relationships with the media prior to having to interact with them at the scene of a critical incident or media inquiry. As an agency we will call on the media to assist us with certain cases like missing/endangered children and elderly, promoting our enforcement campaigns, and asking for the public assistance in apprehending wanted persons or providing information. The media and public are entitiled to certain information in a free society and we must appreciate the job a member of the media is trying to accomplish. If we are able to build a strong relationship with members of the media we will be afforded the benefits that come from open honest human interaction. In short we will have built a trusting relaionship. If a reporter knows that we will provide the information accurately and in a timely manner and will not attempt to deceive them or miscommunicate facts, they will be more likely to give us the benefit of the doubt in sesitive situations. Having to communicate with the media can often be uncomfortable and undesirable. If we have established good working relationships with media representatives on the front end we will be able to better communicate with them when it is less desirable.::
