COVID-19 is proven to be the result of a natural zoonotic spillover event, the pandemic raised important questions about the efficacy of our oversight of dual-use research of concern, including with 01:14:05.616 --> 01:14:12.218 First, Congress could support the Biden administration's efforts to provide education and training to the wide array of stakeholders who are now going to be affected by
